Problem statement

The watchdog for the test infrastructure doesn't currently cover resources created against the external HMS. Over time this means we tend to accumulate resources creating during integration tests, and other tests (especially crawl-related) slow down due to their presence.

Proposed Solution

The watchdog also needs to scan/purge resources created in the external HMS.
