Remove dart:html page from the overview and libraries section

Describe the problem

Now that the web libraries have been officially deprecated, we should likely remove this section. We could replace this section with dart:js_interop, but we could also keep that under the Interoperability section we already have today.

I'm not sure if we should still keep this page around until we completely remove the library. It's likely to mislead more than it is likely to help.

Expected fix

Remove the page and the references to it.
