implement optional (config = enabled/disabled) limited slots/places for stands

Sometimes, system operator wants to have a limited number of slots per station/stand.
E.g. stand limited to 5 slots allows only to have 5 bicycles at anytime and will disallow further returns of bicycles, when this limit is reached.

Frontend logic: needs to be displayed on map differently, when enabled in config.
