Formatting buttons not highlighted when browser selection is removed

Steps to Reproduce

**foo bar**

1. Paste the above bold text.
2. Click outside of the editable thought so that there is no active browser selection.

Current Behavior

The bold button is dimmed.

Expected Behavior

The bold button should be in the active state (highlighted).

If there is no browser selection, the bold button should be active if the cursor thought is entirely bold.

The same should be true for all the formatting buttons.
