How can I create keypoints dataset with minimal extra effort?

I used to think COCO keypoints format can be imported to CVAT smoothly so I build my own dataset according COCO keypoints format but it's really not easy and need many extra steps. I notice that CVAT has it's own format https://docs.cvat.ai/docs/manual/advanced/xml_format . What's the quickest way (quick start) to create such kind of dataset?
