Form refreshes to first section if it is edited while previewing

Description

If a form with multiple sections is edited while someone else is filling it out, the preview version of the form will take the user back to the first section.

Form answers remain filled.

1. Create form
2. Add multiple sections
3. Preview form
4. Edit form while previewing

Expected behavior

Form should remain in the section the user was filling out and/or a notification should appear informing the user that the form structure was edited.
