workflow: use gollum to write the handbook

Hi,

I started using gollum (https://github.com/gollum/gollum) to edit and view the handbook locally on my machine, but I guess it could also be used when set up somewhere on the Internet. It uses a file called Home.md as entry point. I put it in the .gitignore because I thought it might be auto-generated, but maybe it's also good to curate the TOC…idk

I'll set up a publicly accessible gollum shortly, but comments are welcome anyway.
