Is there a way to determine that you are in a detached HEAD state and get the commit that the repo is currently on?

There is no concept of detached head yet. That only makes sense when you have an index and working directory (all part of milestone #3). Currently what's implemented is essentially equivalent to a bare git repo (what git servers usually have). All versions and commits are there at the same there. There is no currently checked out version.
