Release v0.40.0

Collapse handling of array arguments for struct arguments into the existing
handler.Check and handler.New functions, and remove handler.Struct.  This is a
breaking change in the handler package.

Other updates:
- Minor documentation fixes.
- Update module dependencies.
- Update playground example.
