[4.x]: Route modal has off-screen content by default

What happened?

Description

The New Route button brings up a modal with content outside of the scrolling area by default:

This is using Chrome Version 102.0.5005.61 (Official Build) (arm64)

Steps to reproduce

1. Go to Settings -> Routes
2. Click on "New Route"

Expected behavior

The modal doesn't scroll
