gentx changes validator set voting power at first state… something is wrong on the tendermint end due to it… will start fixing.

This is an issue of concurrent testing on the SDK. We can punt this until after GoS if tests pass with go test -p 1 ... for serial test exeecution

To my knowledge it is still an issue, as I don't think the underlying upstream problem has been fixed.

(or at least, there is still an issue, I don't know if that was/is the cause of these specific test failures)
