Expose max collateralization amount

This came up in ExchangeUnion/xud#1885 (comment): we can't throw a meaningful error if the requested collateralization amount exceeds the node's maximum. We don't see a privacy issue with the node exposing the current maximum set for the client to the client. Client should expose too, so that services like xud can use it.
