Chat (#4) isn't really suitable for notes collection. For GallOP we quickly centralized notes taking via etherpad.

  • persistence - along side with chat, polls and q&a
  • possibly some integration with chat (presenter annotates chat messages to be also copied to notes automagically in some section within)
  • participant dedicated/private (or optionally shared) notes - akin to the ones conference mobile assistants typically provide. Shouldn't be in the common conference wide archive but somewhere private but accessible where desired.

Possible backends/integrations

  • etherpad
  • hypothes.is (could be for any page!)

Members of the taiwanese civic tech community built an open source (ish) tool called HackMD:

It has a ton of features if your audience is the sort that would use markdown. The book mode is particularly versatile for linking a larger set of pads together, converting a list into a "book":
