[Shared] Allow re-uploading bundle report of the same bundle name

Currently we can not re-upload a bundle stats file with the same name. The expected behavior is to have the new upload fully replace the old bundle of the same name, ie delete all traces of the previous bundle report and upload the new one in its entirety.
