[Shared] Fix duplicate unique chunk ID on multiple uploads error

Currently when there are duplicate unique chunk IDs between multiple bundle stats file, the parser would fail and not upload properly the new reports. The expected behavior is that all bundle stats files are independent between one another, therefore can potentially have the same unique chunk IDs between them. Need to fix the data model and code to allow for that.
