[UX] - uniform hover helper

What would you improve?
Currently, we use multiple versions to indicate that one can hover over a section to get a data-tip:

1. Green dotted underline
2. info icon
3. nothing at all

let's discuss and uniform this for a streamlined experience. This doesn't mean all need to be the same but e.g. in text underlining is fine and otherwise an info icon or something like this is viable.
