[Feature] Check kubescape & kubescape framework version and re-download if version not latest according to constants.cr #1993

Description

When kubescape CLI and Kubescape framework versions are updated in constants.cr, the kubescape nsa json and the CLI have to be deleted manually to force the testsuite to download it again.

The testsuite should check for the version of these files and redownload them appropriately if the versions are not the latest versions according to constants.cr.

Check if kubescape and kubescape framework are in correct versions
If not they will be removed and downloaded again
