We need a way to pass arbitrary system properties to jenkins, because a lot of jenkins features are controlled by system properties. At the moment we have no chance to change this properties in a permanent manner.

An example of such a use case, is the usage of the HTML Publisher Plugin in conjunction with Gauage HTML Reports. This combination requires, a change in the Content Security Policy of Jenkins.
