We have similar concerns as those expressed here: cloudfoundry/diego-release#204

We're not sure what the impact on stability will be if we bump this TTL up. Additionally we have stories in flight to delete the stager, nsync-listener, and tps-listener components, so we are a little change-adverse on those. This component will continue to exist however, so we will likely follow suit with what the diego components do here.
