Would be nice to have an option to fallback via anonymous authentication for upstream registries.

This way, Cloudflare serverless registry would be a perfect option for resolving Dockerhub / ECR Public Gallery rate limit issues, for a fraction of the price for the similar solutions like ECR pull-through cache / ACR Artifact Cache.
