(PC) Support Japanese version GTA 3/Vice City?

I had to go back about 2 years ago trying to find the Japanese version and wanted to try it out and compare it to the original version.
A Japanese modder posted a modified EXE that would work from 2012
here.

Many mods like CLEO, ASI, ENB are not compatible with the Japanese version.
I would like to see Japanese support as well.
The GTA3 EXE requires you to emulate a CD drive to work.
