JPEG files get a rating of 3 stars:

ckanext-qa/ckanext/qa/resource_format_openness_scores.json

Line 29 in 1731b59

["JPEG", 3],

I think this is not correct. JPEG files should only get 1 star. A PDF document also gets only 1 star. However, a PDF might contain digital text in addition to image data - a JPEG file certainly contains only image data.
