Create workflows to run tests

Set up the workflows that will run containers and build environments to run the tests against.

1. Can build an environment in azure
   a. Linux only
   b. Full Install
2. Can run unit tests for local scripts
3. Building environments should be done manually and should reuse environments if possible.
