(GH-671) Ability to purge outdated packages
f01b974 
Added a new button on Settings screen to allow removal of outdated
packages cache.  User will be prompted about whether they want to
proceed before any action is taken.  All strings are localized and will
be updated via Transifex once helpers have updated them.
