Is Your Feature Request Related To A Problem? Please describe.

The Github PR template is crabby about specific git commit comments and reading a nonexistent CONTRIBUTING.md, yet none exists in this project.

Describe The Solution. Why is it needed?

Having a CONTRIB.md document will help new developers follow the random whims standards of the community.

Additional Context

Perhaps https://github.com/chocolatey-community/chocolatey-packages/blob/master/CONTRIBUTING.md woudl be a good place to start. However, it lacks the claimed git commit pedantry. Perhaps an update to the PR template would be preferable.
