Create a {bing} package

If people are interested in this, as far as I know, there's no R client for the Bing search API. Google doesn't have an open search API so Bing is the next best thing in this department.

This requires an API key but is relatively straightforward (at least for what I've used it for in the past) to deal with using httr or similar. There is a free trial available and pricing after that is pretty reasonable.
