3.8 will be desupported by CPython in 2024-10. Setting our minimum to 3.9 (and the "old" integration test to 3.8) will allow us to upgrade to faster CI runners (6b8df98).

However, we can't desupport 3.8 as a buildPython version until we've also desupported it as a runtime version (#1039).
