@joshblack would this possibly include enhancement to the current Icon only Button?

It looks like we've got some other issues pertaining to:

• customization of the tooltip delay (Icon only Button tooltip issues #6718 & Need options for tooltips to display on a timer #6178)
• icon button retaining the tooltip when focused and another Tooltip is hovered ([Button] - icon only button, two tooltips visible and overlapping each other #4560 & Tooltip for Icon Button stays visible after button is clicked and mouse moves away #7040)

@tw15egan I think it definitely could be related, when talking to @laurenmrice we were trying to see if we could get the dark/high-contrast "tooltip" styles included so that we can build out those kinds of components as well.
