The Tabs component should support Home and End keys in the tablist to give keyboard users a way to get to the first and last tab.

This is listed as "(Optional)" in the APG Keyboard Guidance for a Tabs component, however now that we have scrolling arrow buttons, Home and End are pretty necessary to help keyboard users quickly get to the beginning or end of a long tablist without wrapping.
