[Table bx--data-table_inner-container static padding]: the padding-top for bx--data-table_inner-container (for sticky header) does not change with size

Continuation of carbon-design-system/carbon-components-angular#1035
the padding-top css for class bx--data-table_inner-container is a static 3 rem for all sizes (short, normal, large, etc.) causing unwanted padding for any size other than normal.
