React Tutorial Step 4: Check Accessibility section content updates

Contents of Check Accessibility section in Step 4 of Carbon React Tutorial are outdated and hence it needs to be updated.

Problem

This Section describes the use of DAP tool to check accessibility, but it seems like DAP tools is deprecated and IBM replaced DAP with IBM Equal access Accessibility Checker.

Steps to reproduce the issue

1. Open Carbon React Tutorial Step 4 and scroll down to Check Accessibility section.

2. Click on DAP link, it will redirect the user to the below shown website.

3. On clicking the /able/toolkit/tools link, it will redirect the user to the right website from where the user can download the IBM Equal Access Accessibility Checker extension.

Additional information

• Accessibility issues reported by Equal Access Checker are different from the DAP report. So the contents related to the Accessibility issues are also need to be updated.
