Steps to reproduce

  1. Deploy a large deployment of opensearch.

Expected behavior

The security index is initialized only once by the first data node that goes up.

Actual behavior

Can be seen here
If a second data node goes up and it fails to contact the first data node that is up it will assume that the security index is not initialize and will initialize it again.
