We need to figure out the limits of COS Alerter.

This should ideally be automated to run on every release and add the results as a release artifact.

This should be done using k6. It does not need to be a hard maximum, but rather a reasonable upper limit where performance isn't degraded. Likely should be part of @sed-i's load testing setup at some point.
