scrolling down prevents hover-over from aligning in bulk-assignment mode

When you load the bulk assignment screen, hovering over a green rectangle causes a little "x" to appear to clear it. When you change the window size and then scroll down, the hover calculation is no longer aligned with the rectangle location. In the below screenshot, my mouse was an inch or so below the button.

This is a pretty minor bug.
