LICENSE: use https instead of http
The text of the GPL v3 uses HTTPS URIs instead of HTTP URIs, so this commit updates instances of the latter to instances of the former in order to match the text of the GPL v3 as found at https://www.gnu.org/licenses/gpl-3.0.txt as viewed at 2025-03-08T18:52-08:00.
