rename github issue template for feature request #1416

@prathmesh4321 let's fix the issue template https://github.com/buildtesters/buildtest/blob/devel/.github/ISSUE_TEMPLATE/cli_feature.yml for feature request not to be limited to command line interface. Instead we should just make it generic for any feature request.

Let's rename the title. Not sure if we need any addition fields but please take a look at the form and see if any information should be captured.

A couple examples i can find
