Unable to run sync without Trackers #50

It appears that the container will not startup and sync if it cannot connect to a public tracker on port 4000. Even when they are disabled per https://help.resilio.com/hc/en-us/articles/204754349-Can-I-force-Sync-to-do-local-network-LAN-syncing-only-and-not-sync-via-the-Internet-
