Add an option to enabled linking to text fragments

Description:

Brave has disabled linking to text fragments in Brave due to privacy concerns. I find linking to text fragments very useful and we currently use this feature a lot at my workplace. Please may Brave add an option to enable linking to text fragments? Whether it be an option in the Brave settings or a flag.

I don't get this decision, either. Brave has disabled their own users from linking to text fragments, yet they still allow navigating to text fragments. I thought the whole point of forbidding text fragments was to mitigate the (dubious) privacy risk to their users? The current state does neither well. At least be consistent about your convictions.
