[Feature] Mednafen Basic Video Gui Options

What steps will reproduce the problem?
1. Playing the emulator.

What is the expected output? What do you see instead?
To have the basic video gui options from the latest version of Mednafen which 
include:

-Fullscreen Option
-Vsync Option
-Double click window addition for fullscreen/windowed mode Option
-Stretch option [0, full, aspect, aspect_int, aspect_mult2



What version of the product are you using? On what operating system? 1.0. 
Windows 7 Home Premium
