Version in stable manner

Is your feature request related to a problem? Please describe.

I want to be able to use these actions in a versioned way that allows me to control when and how to upgrade. This serves two purposes.

Describe the solution you'd like

• As a user I'd like to load an action as @bpmn-io/actions/...@v3 and not bother about future changes
• As a developer I'd like to develop the actions without risking to break userland

Describe alternatives you've considered

Stick to current strategy; with improved testing we'll over time get more stability into the tools, in addition these actions are not critical.

Additional context

We've seen how working of latest could easily break userland (ref).
