testsys: run nvidia smoke test with cargo make test

Here we are going to create a test to make sure that Bottlerocket nvidia variants are working bottlerocket-os/bottlerocket-test-system#318. We sometimes call this an "nvidia smoke test". Basically it will run a simple container that needs the nvidia gpu in order to pass.

We want to be able to run that test with cargo make test and using Test.toml.
