That's a very good idea, right now we have a HTML Provider that allows a bit of control, but the way you are proposing it gives me some good ideas on how to improve it, and I think we can put that the version 0.1.5 we already have enough for 0.1.4 that will come out early next week.
For the colors, I think a good idea is to allow people to select which colors they want to use, I'm thinking on using something like mikeemoo/ColorJizz-PHP that will allow me to select which kind of colors I want based on a Hue and Saturation base.
Sure, it seems very good script for you to enter into your plugin.
Remember that these characteristics are good for people who want to try either the tags in your template, ie with this you can look all the HTML into a Wordpress theme and see how it looks.
On #37 will allow users to choose the HTML tags that they want to be used. If you include any inline elements such as b, em or i they will be included inside of the paragraphs of text from the block elements.
We only miss the Colors. Update: For now I will leave Colors out because it creates a rather complex system. I will aim to do it for the Version 0.3.0 where I should Re-vamp the whole HTML randomizer.
You could also put options the user choose which tags you want to generate more:
