If you don't set a 'theme' in bolt.yaml, it will be set at base-2019 as a default -- but this is not included in bolt/core (and, at least at the moment, not in bolt/project either).

I think the fallback setting for theme should be the skeleton theme, as this one is included in bolt/core and bolt/project at the moment.

The default is set in GeneralParser.php.
