Multiple Link Local Address Formats

I've written this so there are multiple ways to represent a link local address. I did this because I seem to remember implementations are already using both (?). I'm okay with taking the length 32, set global to 0::0/0" method out if it doesn't make sense, but it doesn't seem to be dangerous or damaging in any way.
