This issue tracks discussion and implementation for how to build and run our tests.

Current status (after #29), we use CMake vanilla commands.

Possible updates:

Switch to make (working Makefile example temporary removed in e167523).
Switch to a shell script.
Switch to a Python script.

TODOs:

Decide the approach for Beman.Optional26 or unified approach for all Beman libraries - discourse thread.
Implement.
