Feat: Fix Local TPS Migration

Description

• Provide a fallback for the environment variables being injected into @Cron
• Environment variable loading seemed to be ok within the class level but reading undefined when trying to use them on an annotation level
• Came across this github issue: Error: Unknown alias: und kelektiv/node-cron#296
