FEAT: ORV2-2064 shopping cart header icon

Description

• Added a shopping cart component to the header area hidden behind SHOPPING_CART feature flag
• Don't have a route destination (yet) for the shopping cart
• Has ability to display a badge count when we're able to query shopping cart items
• To see this change, update your local database and add the SHOPPING_CART feature flag
• NB: make sure you restart your vehicles API server to pick up the feature flag
