feat: Support company suspensions in database

Description

Support company suspensions with a flag in the company table and a record of suspension activities performed by PPC users.

Adding to this PR the audit history tables for v14 - feature flags as well.

Fixes # ORV2-1886

Type of change

• New feature (non-breaking change which adds functionality)

How Has This Been Tested?

• Ran docker container, verified in logs that no errors occurred and all tests pass.
• Manually inserted rows into feature flag and suspend activity tables, confirmed history is recorded correctly
• Upgraded to v15 with test data in company table, ensured the new non-null column is added correctly and history recorded correctly for existing company records
