feat: Add tests for TPS permit migration trigger

Description

Add tests for trigger changes that were introduced as part of ORV2-1862

Fixes # ORV2-1862 (partial)

How Has This Been Tested?

• Ran tests with local docker, confirmed all pass
• Manually ran test SQL in SSMS to visually confirm results are as expected and as tests indicate
