feat: add audit history objects to new database version 11

Description

Audit history tables are added to business tables, with triggers to populate the history tables on insert, update, and delete. Also includes a small change to the database migration scripts to deal with the very large size of DDL included in v11.

Type of change

How Has This Been Tested?

• Ran full db reset script plus incremental up and down scripts, verified with local database that no errors are generated
• Executed incremental upgrade against ORBC database in DEV, verified no errors
• Migrated TPS clients and permits, verified they completed as expected and have records added to history tables
• Manually edited records, confirmed triggers are adding history and end-dating previous versions
